We can animate a dress on a character using both a Cloth simulation, and rigging. Both have their unique challenges: a Cloth sim may take endless tweaking to get just right, and rigging may not fit for parts that don’t conform to the body, such as the bottom part of a dress. Luckily, we can use the best of both!
